
That Colin Mulhern has decided to step down as RSPBA Chief Executive Officer will not surprise anyone on the inside track at the Association, writes the Editor.
Mr Mulhern has had difficult times since he took over from Ian Embelton five years ago. He has offered his resignation before – before being persuaded to withdraw it.
The uncertainty surrounding provision of the major championships has always been a major concern for him and one that worried him greatly. The responsibility did not sit easily on his shoulders. There were only four majors last year and the same in 2023.
There are suggestions that next year’s championships are already the subject of fervid (and negative) activity, with one rumour concerning a fall out with Glasgow Life, the sponsors of the Worlds. This would of course be a disaster for the Association and I sincerely hope this rumour is exactly that.
There were mixed reports about the British at Ingliston last month and we have ongoing recriminations over the recent UKs in Belfast where the Chieftain turned up at the last minute, and where there were all sorts of criticisms over entry and parking. (See earlier reports in PP.)
Last year we had the clash over the July 12 date for the UKs at Ingliston with only three bands in Grade 1. This Saturday (June 27) there is further groaning over band bus parking and access for the North Inch at Perth, the venue for the 2026 Europeans.
I am not sure that Mr Mulhern, a genial, welcoming man, was cut out for the flak resulting from the above, justified or not. I get a sense that he feels that whatever he does is never good enough for the bands, that he will be damned if he does and damned if he doesn’t. If this is how he feels, no one can blame him for walking away.
The Association state that he is leaving in March next year. He should be given every assistance to ensure the five 2027 majors are in place long before his departure.
The RSPBA statement announcing his resignation reads as follows: The Royal Scottish Pipe Band Association announces that Chief Executive Officer Colin Mulhern has formally advised the Board of his intention to step down from his role on 25th March 2027.
Colin submitted his resignation to the Chairman and Board on 20th May 2026, bringing to a close a significant period of service to the Association. During his tenure as CEO, he has played a key role in securing the future of many of the RSPBA’s flagship championships and strengthening the organisation’s position within the pipe band community.
Throughout his time as CEO, Colin has demonstrated a deep commitment to the Association, often dedicating significant unpaid time and effort to support its development and future success. His work has helped modernise operations, strengthen relationships with key stakeholders, and has secured Championship venues for years to come.
RSPBA Chairman Bob Niven commented: ‘I would like to thank Colin for steering our Association through what can often be a challenging journey. He has always had the RSPBA at heart throughout his tenure as Chief Executive Officer. We are particularly grateful that he has committed to remaining in post through the 2026 season and has offered his support in helping new personnel settle into their roles during the transition period.’
